The Staroid node provider has been abandoned and unmaintained for quite some time now. Due to the fact that there are no active maintainers, the original contributors cannot be reached, and there is no clear interest, we are no longer officially endorsing or supporting the node provider.

This is the second part of https://docs.google.com/document/d/12qP3x5uaqZSKS-A_kK0ylPOp0E02_l-deAbmm8YtdFw/edit#. After this PR, dashboard agents will fully work with minimal ray installation.
Note that this PR requires to introduce "aioredis", "frozenlist", and "aiosignal" to the minimal installation. These dependencies are very small (or will be removed soon), and including them to minimal makes thing very easy. Please see the below for the reasoning.
Bazel has a rule for enforcing the version so we can just reuse that.
This redundant bazel version check logic in setup.py is also causing issue when building conda package, because conda has its own version of bazel and it doesn't support `--version`.
As described in #18884, reconfiguration will mutate state mid-query. I try to solve this problem by adding read/write lock to each replica.

So I have a AMD machine with many cores and 32GB of memory. When I do `pip install -e .`, my machine crashes since bazel tries to use all the cores, but quickly runs out of memory. It seems there is no native way to set environment variables to tell bazel to limit its resource consumption, but there is a `--local_cpu_resources` command-line option.
This PR exposes that to the `pip install` via an environment variable. I also went through the setup.py and documented all the environment variables I could find.

## Why are these changes needed?
This PR adds the hiredis dependency for non M1 machines.
This removes the `redis < 4.0` pin.
Since hiredis doesn't have M1 mac wheels yet, so users there will have extra warning messages in their outputs if they use redis 4.0.

## Why are these changes needed?
This pin is needed to fix `test_output` on master, which broke when 4.0.0 was released.
It may also fix the windows build (unsure).
