Jiajun Yao	cd2e590567	Support placement_group=None in PlacementGroupSchedulingStrategy (#27370) ... We decided to allow escaping the parent pg via `PlacementGroupSchedulingStrategy(placement_group=None)` instead of using "DEFAULT".
