Updates the landing page to match the format and content of Tune's. Added some shorter quickstarts and sharpened up the messaging in our "Why choose Serve?" section, those are the main content changes.
I also moved all of the `doc_code` into one directory and added a bazel target that should run all of the examples added there. Split into a separate PR: https://github.com/ray-project/ray/pull/24736.
`api.py` has accumulated classes and functions that aren't purely public APIs, causing circular dependencies. This change pulls `Deployment` and deployment graph-related features out of `api.py` and puts them in two new files: `deployment.py` and `deployment_graph.py`.
The `serve status` command allows users to get their deployments' status info through the CLI. This change adds a tip to the health-checking documentation to inform users about `serve status`.
Added ensemble model examples to the Documentation. That was needed, due to a user request and there was no methodology outlining the creation of higher level ensemble models.

- Adds links to Job Submission from existing library tutorials where `ray submit` is used. When Jobs becomes GA, we should fully replace the uses of `ray submit` with Ray job submission and ensure this is tested.
- Adds docstrings for the Jobs SDK, which automatically show up in the API reference
- Improve the Job Submission main page
- Add a "Deployment Guide" landing page explaining when to use Ray Client vs Ray Jobs

We're introducing the usage of [MyST Notebooks](https://myst-nb.readthedocs.io/en/latest/index.html) here and demonstrate how it works by rewriting (and extending) the RLLib Serve tutorial. Benefits:
- [x] Write notebooks in markdown. Can be converted into other formats e.g. with `jupytext`
- [x] Tutorials like this have a binderhub link added to the top nav (launch button).
- [x] Notebooks get executed when docs are built, so it's impossible to have stale docs.
- [x] But locally those builds are cached so that you don't have to wait too long.
- [x] The notebook cell outputs can be shown, hidden or removed. In particular, we can now avoid adding expected code output as comments in our scripts (which might get outdated).

Currently, the docs have an [end-to-end tutorial](https://web.archive.org/web/20211122152843/https://docs.ray.io/en/latest/serve/tutorial.html) walking users through deploying a `Counter` function on Serve. This PR adds an end-to-end tutorial walking users through deploying an entire Hugging Face model using Serve, providing a better understanding of how to deploy an actual model via Serve.
