[Doc] Explain how to know whether RAY_BACKEND_LOG_LEVEL worked (#12010)
* Fix broken link to nonexistent Temporary Files page. * How to know that RAY_BACKEND_LOG_LEVEL worked. * Reference the definition of DEBUG in case it changes.
