Add phpcs & introduce scripts/formatters (#87 )

* feat: add phpcs & introduce scripts/formatters

Add phpcs as a supported formatter, and include support for
apheleia-defined scripts for more troublesome formatters

* Revert Emacs version requirement

* More quoting

* Adjust language in documentation

* Thanks checkdoc, lol
